director of stormwater and environmental compliance
Department: Water Quality Services/Environmental Engineering | Location: Glendora, CA | Position Type: Full-Time
Casc Engineering is a multi-disciplinary consulting firm committed to delivering innovative environmental solutions. We are seeking a seasoned professional to lead our Stormwater & Environmental Compliance division in Glendora, CA. This role is ideal for a dynamic leader with a deep understanding of environmental regulations, project management expertise, and a passion for mentoring the next generation of compliance professionals.
KEY RESPONSIBILITIES
Regulatory Oversight
Manage and administer multiple environmental compliance contracts involving NPDES, USACE, RWQCB, CDFW, air quality, noise, and hazardous materials disposal regulations and permits.
Ensure projects comply with federal, state, and local environmental regulations.
Coordinate with regulatory agencies and stakeholders to navigate complex permitting processes.
Technical Expertise
Prepare and review technical reports, laboratory analytical data, and compliance plans.
Develop contract specifications and oversee environmental compliance inspections.
Provide subject matter expertise on stormwater and environmental compliance strategies.
Project & Team Leadership
Lead stormwater training programs and mentor emerging professionals.
Support the professional development of team members through guidance and technical training.
Oversee project execution, ensuring quality, efficiency, regulatory adherence, and project budget tracking.
REQUIRED QUALIFICATIONS
Bachelor’s degree in Engineering, Environmental Science, or a related field.
Minimum 15 years of professional experience in environmental compliance, stormwater management, or related fields.
Proven project management and office management experience.
Expertise in NPDES, USACE, RWQCB, CDFW, and hazardous materials regulations.
Strong ability to analyze laboratory data, review compliance reports, and develop regulatory strategies.
Previous experience in contract specification development.
PREFERRED QUALIFICATIONS (Highly Desired but Not Required)
Professional Engineer (P.E.), Engineer-in-Training (EIT), or Registered Landscape Architect (RLA) certification
QSP/QSD Certification
HAZWOPER Certification
Experience with Los Angeles County Safe Clean Water Program
Previous experience delivering stormwater training.
COMPENSATION & BENEFITS
Salary Range: $130,000 - $145,000 annually, based on experience and qualifications.
